Job Overview

This is an exciting new post in the history of Welsh film that will be a unique opportunity for a talented and experienced individual to help shape the next series of Welsh-language films for the big screen. As part of our 2030 Strategy, the Sinema Cymru Scheme, and in conjunction with Creative Wales, S4C is aiming to produce a fiction film annually.

You will have a passion for the film industry, drama and Welsh theatre and will be an experienced individual and will be responsible for leading the scheme to develop ideas into scripts, and also for helping some companies and less experienced individuals to become more familiar with the world of film.  

Following a call for ideas, the successful candidate will lead on a process of developing the ideas in conjunction with the Creative Wales representative, whilst reporting to the Chief Content Officer.  Once developed, the commissioner will be involved in discussions to consider which film to commission, and will be the main link with the production company through the process of filming, conveying and distributing the content.

The commissioner will contribute to the process of selecting a script to produce for the screen.

What will you do?

As a Film Commissioner you will:

  • Ensure that Sinema Cymru strategy and S4C’s film strategy are implemented in line with S4C’s content strategy.
  • Lead on plans to attract talent on screen and in the production teams to work through the medium of Welsh, and be a link with other funding bodies.
  • Be responsible for budgets ensuring scripts are in line with the budget, and leading on the production and negotiating the distribution before linear broadcasting.
  • Oversee the annual publication process of the Sinema Cymru Scheme, leading on the consideration of the applications and the process of developing those plans and the same annual project that will go into production.
  • Ensure that one of the ideas that will be developed reaches a standard to be produced for cinema and the film market – and this on an annual basis.
  • Regularly visit filming sets and locations during production.
  • Be the main link with annual film production and the projects that will be developed.
  • Be S4C’s main link to Sinema Cymru and other stakeholders.
  • Coordinate the promotion process and ensure that a distribution plan has been set out and put in place with an experienced distributor and promoters.
  • Deputise and support the Drama Commissioner when necessary.
  • Represent S4C and Sinema Cymru at events and liaising with the press and media about Sinema Cymru, as well as liaising between production teams and S4C’s internal teams.
  • Dealing with stakeholders including financial and political representatives – both in Wales and internationally.

Location: Carmarthen / Cardiff / Caernarfon (minimum 3 days at the office)

Agreement: 3 years in the first place

Working hours: 18 hours per week.  Due to the nature of the job, flexibility, including working outside office hours, on certain weekends and bank holidays, is expected. 

Probationary period: 3 months

Holidays: In addition to the statutory bank holiday, you will be entitled to 26 days of holiday. If you are employed part-time you will receive a pro rata portion of the leave.

Pension:  Salaried staff are entitled to join a Group Personal Pension Scheme subject to the terms of any existing scheme as amended from time to time.  If you are a member of the Group Personal Pension Scheme, S4C will contribute 10% of your basic salary to the Scheme.  You are expected to contribute 5%. 

Travel: Travel between offices, on visits and to events will be part of the job, usually within the United Kingdom.
