What is The National Driver Offender Retraining Scheme?

NDORS is a national initiative administered by UK ROEd, offered to individuals who have committed minor motoring offences an educational alternative to a fixed penalty notice or court proceedings.  The aim of the scheme is to improve driving attitudes, encourage behavioural changes and enhance road safety.

As a licenced NDORS course provider, DPP delivers the full suite of NDORS courses, including:

• National Speed awareness course

• National Motorway awareness course

• What’s Driving us?

• Safe and Considerate driving

• National Rider Risk awareness course

This role requires excellent communication skills, a professional approach, and the ability to engage and motivate participants to take responsibility for their driving.

Scope of the Contract

The Police and Crime Commissioner for Dyfed-Powys is inviting applications to deliver NDORS courses on behalf of Dyfed-Powys Police (DPP). Only those who meet the criteria set by UK ROEd and are able to professionally represent DPP to the public will be considered for this contract.

The DPP Driver Re-Training Scheme will manage and coordinate the NDORS courses, including the allocation of courses to trainers and the booking of clients. Successful applicants will work closely with the Driver Re-Training Scheme, which will assign courses based on trainer availability.

Courses

Trainers need to be able to deliver courses in either English or Welsh, or both.

Courses are delivered in three formats and applicants may apply for one or more of the following delivery methods:

• Classroom Courses: Delivered in various public venues across the Dyfed-Powys Police area, including:
  • Parc y Scarlets, Llanelli
  • Ivy Bush Hotel, Carmarthen
  • NPTC Group Newtown College, Newtown
  • Bloomfield Community Centre, Narberth

• Digital Courses: Delivered via Microsoft Teams, requiring the use of a laptop and sufficient broadband speed for a smooth delivery. An IT assessment will be conducted by DPP prior to commencement, and it is the contractor’s responsibility to address any broadband deficiencies at their own cost.

• In-Car Training (Driving Coaches): Facilitators will need to provide their own manual or automatic dual-controlled vehicle for in-car training.

We encourage trainers to apply for multiple courses, though this is not mandatory. 

Courses are delivered throughout the working week, including evenings and Saturdays, offering flexibility for those looking to balance work with other commitments.

Qualifications and Skills

To apply for the role of trainer or driving coach, you must meet the specific skills and qualifications required by UK ROEd for the delivery of NDORS courses. Applicants should be able to demonstrate that they meet the criteria outlined in the person specifications for each role. Trainers and driving coaches will also be required to successfully complete training and assessments to deliver NDORS courses.

Key Requirements:

Enhanced Disclosure and Barring Service Certificate:

The contractor must hold an Enhanced DBS certificate and be registered with the Update Service where annual checks will be conducted. Failure of the checks will result in applications being removed from the Scheme. 

As part of the contract documentation, you may be required to enter into a Data Processing/Disclosure and or Confidentiality agreements as necessary.

Insurance:

All successful trainers must have Public Liability insurance in place to the value of £5,000,000 and Professional Liability insurance to the value of £1,000,000. In-car trainers must also ensure their vehicle is insured, taxed, and MOT’d (where applicable) in compliance with road traffic legislation.

Training:

Once appointed, induction training will be provided by Dyfed-Powys Police, including training on the systems used to manage the scheme. Trainers will be required to pass written assessments and be assessed during live course delivery by a UK ROEd monitor. Ongoing training, including attendance at Continuous Professional Development (CPD) events, will be required throughout the contract. Please note that all training is completed in the contractor’s own time, and no payment will be made for this.

Quality Assurance:

Trainers will be subject to regular assessments and quality assurance checks to ensure that they meet the required standards of both UK ROEd and Dyfed-Powys Police. This includes bi-annual UK ROEd assessments and internal monitoring by DPP. Failure to meet standards may result in additional training.

Payment and Course Fees

Trainers will be paid according to the following rates:

• Digital Courses: £80.25 per session
• Classroom Courses: £100 per session
• In-Car Training (Driving Coaches): £139.10 per session

Please be aware that payments will be processed in accordance with IR35 regulations, meaning that Tax and National Insurance contributions will be deducted from your invoice at the applicable Government rates. As a result, you will not be considered an employee and will not be entitled to employee benefits.

Payments will be made via BACS.

Driving Coaches will be exempt from IR35 rules, and no deductions will be made from their invoices.
